License site limits are set in the WP Captcha Dashboard when you create a license: you choose a Maximum Active Sites value for the key. For unlimited coverage the documentation notes you can create batches of 100 sites per license. You can also set the license validity (e.g., Forever or until a specific date) when creating the key.
